1) to equip the participants with the major conceptual issues in its measurement,

2) to give them a hands-on experience of poverty computation with a couple of Indian datasets.

Meet our Instructors

Assistant Professor, Jindal school of Liberal Arts and Humanities.

He is passionate about important developmental questions. His various interest include questions of regional disparity, poverty & inequality, rural industrialization, education, discrimination etc. His core competency lies is in India’s unit-level dataset, and advanced statistical techniques.

In his leisure time, he loves to read non-fiction books, and listen to Ghazals. He has participated, and completed, three full marathons (Mumbai)

Assistant Professor, Delhi School of Economics.

His fields of interest are agricultural economics, development economics and Indian economic history.

He did his PHD from Indira Gandhi Institute of Development Research (IGIDR), Mumbai and have received many grants from institution including IGIDR and, Leibniz Institute of Agricultural Development in Transition Economies

Pre-requisite

Any student enrolled in an undergraduate, graduate, and PhD courses would benefit from this workshop. What is required is an intellectual curiosity. Even though the structure of the workshop is modular, it is advisable to participate in all the sessions to gain a comprehensive understanding.

Day one

Session 1: Background (90 minutes)

The origin of poverty measurement globally.
Poverty measurement in India (early years)
Official expert committee (GoI)
The performance of China & India since the 1980s in poverty reduction
The Great Indian poverty debate (The NSS 55th round controversy)
The recent poverty debate.

Session 2: How to measure poverty (and inequality)

What criteria should a poverty measure fulfil?
How to define a Poverty Line?
A few measures of Poverty: Poverty headcount (HC), Poverty Gap Ratio (PGR),
Squared Poverty Gap (SPG).
A few Inequality Measures: Rich-poor ratio, Gini, FGT measure etc.
Multidimensional Poverty measures.
Poverty and Inequality relationship.

Session 3: Conceptual issue

Money metric vs. Multidimensional measure of poverty.
Consumption based vs. income based measurement.
Difficulty of measuring poverty
The survey measurement: India’s NSS-CES
Poverty comparison over time
Ways of measuring World Inequality.

Day two

Working with the actual Data

Measurement using Consumption Expenditure Survey (NSS-CES)
